| The Library Landscapes of the Federal States |
Due to the lack of legal rules, the library landscape in the provinces exhibits great differences. In consequence of missing supra-regional coordination, the standard of public libraries depends on how far communities, towns and other sustainers intend to get involved and in how far the provincial authorities bestow grants. At the same time, public libraries in provinces with many towns and middle-sized communities are better developed, naturally. However, the differences are considerable: If one converts the statistical data of the libraries of the provinces into classical performance data, the following conclusions can be drawn: as far as the stocks of media (media per inhabitant) are concerned, there is a rather balanced picture. This, however, changes radically concerning turnover which indicates how often every medium was borrowed on average: here Vorarlberg is first, in front of Vienna, Salzburg and Upper Austria. The Tyrol, Lower Austria and Styria lie below the average value of 1.9, in this order, and with an immense gap Carinthia with 0.9 and the Burgenland with 0.4. A nearly identical ranking is the result of looking at the borrowings per inhabitant, at a range of 5.4 in Vorarlberg up to 0.6 borrowings in Carinthia. The highly committed library work of volunteers in towns, parishes and communities is efficiently sponsored and promoted by the provincial authority in Vorarlberg. While the provincial library-service-institutions in all other provinces were shut down by March 2003, the province Vorarlberg keeps its service-institution.
